It reloads the page avoiding use of cached data It ignores all the cache for the external files referenced from the page. “Hard reload” does more than the normal reloading. That is basically for improvement in speed of loading the page, but as you know, it causes unexpected behavior when you are updating the resources linked from the page. So again, it is not completely reloading all the file. It uses local cache (file cache stored on your PC) for the external resources other than the page itself. The problem with the normal reloading is, it doesn’t actually re-load all the page entirely.
